Questions about purity
"I have a problem that I undergo minor sexual arousal, like that occurring to almost everybody in the bus, at college, and in the street. After an hour or two, when I urinate, I happen to find a couple of drops that have the same features of semen. I don’t know actually then if they are semen or wadi. So, if semen flowed out (not ejaculated) without sexual arousal, yet it is just a prior minor sexual arousal, does that necessitate ghusl? Bearing in mind that this problem has turned my life to hell! I make ghusl three or four times a day! Is what I am suffering mere doubts although that when I smell it, it smells like semen? I beg your pardon for the long question and your urgent reply is highly appreciated. May Allah reward you amply."

All praise be to Allah. Peace and prayers of Allah be upon our Prophet Muhammad, his family, companions and whoever followed him.
What flows out after urination and looks like semen is called wadi. Hence, those drops you are asking about are wadi, which necessitates estengaa’ (cleansing one’s private parts) and performing ablution but not ghusl. Whoever is doubtful about the fluid they see whether it is semen or something else, they are free to consider it any of them and resort to their ruling in fatwa.

مسائل فى الطهارة
مشكلتي تتمثل في أنني أشعر بشهوة صغرى كالتي تحدث لجميع الناس تقريباً في الحافلة والكلية والشارع، وبعد حوالي الساعة أو الساعتين عندما أبول أتفحص بولي فتنزل مني قطرة أو قطرتان أثناء البول لها مواصفات المني ولا أدري إن كان منيا أم وديا، فهل يا سيدي الكريم نزول المني بدون دفق وبدون شهوة مع وجود شهوة صغرى سابقة يوجب الغسل، مع العلم أن هذه المشكلة كدرت صفو حياتي فأصبحت أغتسل ثلاث أو أربع مرات في اليوم؟ وهل ما أعانيه مجرد وسوسة مع أني أشم رائحته فأجده منيّا؟ أرجو المعذرة على الإطالة وأرجوكم السرعة في الرد، وجزاكم الله خيرا.

الحمد لله والصلاة والسلام على رسول الله وعلى آله وصحبه، أما بعد:
فشبه المني الذي يخرج عقب البول هو الودي، ومن ثم فالظاهر أن هذه القطرات المسؤول عنها هي من الودي، وهو موجب للاستنجاء والوضوء ولا يوجب الغسل، ومن شك في الخارج منه هل هو مني أو غيره، فإنه يتخير فيجعل له حكم ما شاء مما شك فيه على ما نفتي به،
