Is talking permissible during ablution?
Yes, as there is no evidence that it is forbidden. On the authority of Othman (RA) who said, “I saw the Prophet (pbuh) performing ablution then said, ‘Whoever performs ablution like I did then offers a two-raka’a prayer during which he does not think of anything else (not related to the present prayer) will have his past sins forgiven.’ ” (A tradition in “Sahih” Muslem)
Note: “Raka’a” is the prayer unit.
Sins in this tradition refer to “saghaer” (venial sins) not “kabaer” (grave sins).

هل يجوز الكلام أثناء الوضوء؟
فيجوز الكلام أثناء الوضوء، ولم يرد ما يدل على النهي عن ذلك، وقد جاء عن عثمان رضي الله عنه أنه قال: رأيت رسول الله صلى الله عليه وسلم توضأ ثم قال: من توضأ نحو وضوئي هذا ثم صلى ركعتين لا يحدث نفسه فيهما غفر له ما تقدم من ذنبه. رواه مسلم في صحيحه.
والمراد بالذنوب في هذا الحديث الصغائر دون الكبائر.
